Cygwin isnt supported, or if it is then as a usual configure build;
the Makefile.win32 is for usage with MingW32 gcc compiler.

I described there how you can recent sources from CVS - that's anyway better since after a initial check-out you can just do a 'cvs up' which then only downloads the changed files....

and I'm sure we need to tweak the Win32 builds some more in the next days until they realy work fine...;
therefore would be great if you could follow-up with the CVS builds....
